The evaluation provides an in-depth analysis of the intervention and acknowledge to what extent the promotion of socio-economic and labour market integration for People with Disabilities and other vulnerable groups has been carried out and accomplished. The Evaluation focuses especially in the outcome and results achieved by the end of the project and how to link them to the next phase.

PriceWaterhouseCoopers-PwC (Luxemburg)/ Lux Development - Mid-term review of the Luxemburg Indicative Programme of Cooperation (ICP) - 2009

Project Description:

Provided five local consultants who are based in Laos and Vietnam to evaluate the Luxembourg contribution in the implementation of the development strategies of Laos and Vietnam and to provide recommendations in order to optimize future Indicative Programme of Cooperation interventions. Three main sectors under evaluation were:

(i) heath.

(ii) education and vocational development and capacity building.

(iii) rural development.

Asia Injury Prevention Foundation (AIP) - Impact Assessment of National Children Helmet Wearing Campaign - 2009

Project Description:

The Assessment evaluated:

1. Campaign awareness and recognition

2. Helmet Knowledge

3. Helmet Use Rates

4. Impact of Helmet Awareness Campaigns in Schools

The study undertook Road Users Survey (2,400 individuals), Road Observations (1,500 motorbike drivers), School Survey (300 students) and School Observation (1,500 motorbike drivers).

DANIDA - Public Financial Management Assessment and Planning/ M&E Review in five provinces of Dien Bien, Lao Cai, Lai Chau, Dak Lak and Dak Nong - 2009

Project Description:

The assignment provided an assessment of PFM systems in five targeted provinces, possible fiduciary risks, and to propose systematic measures to mitigate risks and ensure safeguards when sector budget support is provided. It also identified capacity gaps of provincial planning and budgeting systems and recommended measures to strengthen capacity for local planning, and how TA provided by the Danish Embassy can effectively work with provincial and sub-provincial partners in this respect.

IBF/EC - Formulation of the EC-funded Health Sector Policy Support Programme in Vietnam (HSPSP) - 2009

Project Description:

The specific objective of this assignment was to:

(i) draft an Action Fiche (AF) for HSPSP, which is the EC format for a technical and financing proposal;

(ii) propose a result framework linked to a disbursement schedule, while examining a possibility to use fixed and variable tranches;

(iii) provide a detailed formulation report, updating the 7 key assessment areas and containing all justifications for the above-mentioned AF and its contents.

UNOPS - Impact Assessment for Project Access Improvement to Markets - 2009

Project Description:

Conducted the socio–economic impact evaluation of the construction of 5 bridges under the programme for access Improvement to Markets in the Eastern Region of East Timor Leste (AIM). The evaluation included the assessment of the socio-cultural perception of the program by the local population for its sustainability, the technical appropriateness to local needs and capacities, and assessment of behavioural changes to strengthen the social partner and social dialogue and to the reduction of poverty.

UNIFEM Vietnam - The Differential Impact of the Vietnamese Economic Stimulus Package on Women and Men - 2009

Project Description:

Conducted a desk review of studies on the 1997-1998 Asian financial crisis, the 2008-2009 global financial crisis and economic stimulus packages in response to both crises in the Asia-Pacific region and Vietnam. Lessons learned from the 1997-1998 Asian financial crisis and the responses were identified and compared to the responses to the 2008-2009 global financial crisis.

The Vietnamese economic stimulus package was studied and key gender issues of the Vietnamese economic stimulus package were identified and recommendations were made for consideration for future economic stimulus packages and policies in Vietnam.

UNIDO - Advice for One UN Programme Coordination Group (PCG) on Trade, Employment and Enterprise (TEE) Development in Vietnam - 2009

Project Description:

Prepared a Trade, Employment and Enterprise Development Strategy for the Programme Coordination Group of the One UN Plan. The strategy would align with the current needs of Vietnam and ensure the mainstreaming of human rights, gender and culture in planning, implementation and monitoring of all projects and programmes.

GTZ Vietnam - Gender Analysis for the Eco Da Nang City Programme - 2009

Project Description:

A thorough analysis of the different needs and expectations of the male and female target population and staff of intermediaries/ lead implementing agencies (at administrative up to management level). Determining those differing needs and interests regarding urban development of Da Nang City -on the target group level especially with regards to gender-sensitive land use planning, environmental impact and awareness and transportation.

ECORYS - Evaluation of the performance of the Belgium Technical Cooperation (BTC): two projects in Vietnam - 2009

Project Description:

Provided an assessment of two projects:

1. Strengthening of the institutional capacity of the Vietnam Women’s Union to manage savings and credit programmes for rural poor women (phase II) (social development through micro- credit)

2. Support to the Public Administrative Reform Programme in Can Tho Province

Assessed the quality of the projects based on OECD/DAC evaluation criteria: relevance of the project, effectiveness of actions, efficiency of implementation, sustainability of the results, and if possible, the impact of the project.
