1. Background
The Trade and Gender Equality Incubator (TGEI) is an AUD5 million initiative operating over five years (2023-2028) funded by the Australian Department of Foreign Affairs and Trade (DFAT). The incubator will test ideas and methods, drawing on promising examples, that integrate gender in trade policy, technical cooperation, and development programming. The Incubator will operate in conjunction with the Regional Trade for Development (RT4D) Facility and may co-fund economic cooperation activities.
The Trade and Gender Equality Incubator provides funding support to the project ‘Progress Gender Equality for All in the General Department of Customs and Exercise of Cambodia’. This three-year project (January 2024 – December 2026) has a goal of achieving gender equality for all, leading to greater gender equality and inclusion outcomes in the policy, practices, and services of the GDCE.
The project is looking for a consultant who will work for 30 days as the project coordinator from 1 July to 31 December 2025 (with high chance of extension to 30 June 2026). The consultant will report to the Trade and Gender Equality Incubator Lead (who is based in Jakarta, Indonesia) and Team leader (who is based in Hanoi, Vietnam).
2. Scope of work
Providing communication and coordination support between RT4D/TGEI staff, consultancy firm (Mekong Economics) and the project proponent (GDCE) for the following activities:
· Activity 1: Support the delivery of accessibility review of GDCE facilities (under Outcome 5 of the GED Action Plan)
· Activity 2: Support the implementation of the sexual harassment prevention policy and increase enforcement at all levels of the organisation (under Outcome 2 of the GED Action Plan).
· Activity 3: Review and classify job descriptions to identify positions that can be performed by people with disabilities (under Outcome 4 of the GED Action Plan).
· Activity 4: Technical assistance to develop and implement a workplan to strengthen internal monitoring and evaluation (M&E) of GED issues (under Outcome 6 of the GED Action Plan).
· Activity 5: Support organising a Gender Equality and Diversity workshop which will be co-facilitated by World Customs Organisation staff (under Outcome 1 of the GED Action Plan). – will be in 2026
· Activity 6: Technical assistance to review the policy on flexible work to support employees to accommodate various health needs (e.g. pregnancy implications, miscarriage, fertility treatment, cancer, chronic disease etc.), care and domestic work (e.g. childcare, care for elderly relatives, and care for family members suffering from an illness) (under Outcome 7 of the GED Action Plan). – will be in 2026
· Activity 7: Technical assistance to mainstream diverse images and gender-neutral language in GDCE communications (under Outcome 8 of the GED Action Plan) – will be in 2026
Project Delivery Support
· Collaborate with project counterparts’ staff for organising meetings, coordinating schedules and managing calendars for multiple parties (e.g. RT4D/TGEI staff and consultants) to ensure that meetings and activities are properly arranged with no conflicts.
· Attend meetings which will involve RT4D/TGEI and/or GDCE staff, take notes and circulate meeting minutes among attendees.
· Work together with the administrative staff of MKE in organizing local events. Key tasks might include but are not limited to booking venues, preparing invitations and getting confirmations, following up, printing program documents, collecting forms and data.
· Translate working documents when needed, especially working documents from local counterparts/partners in the local language to English (vice-versa) for the project to use.
· Provide ad-hoc support to RT4D/TGEI activity implementation, as required.
Operations Support
Under the guidance of the Operations Lead:
· Coordinate payment requirements/expense reports related to RT4D/TGEI project activities
· Provide guidance to MKE staff in conducting procurement and contracting of goods and services in line with RT4D Operations Manual
· Assist with all logistical arrangements for Facility team members, including assistance with flight/ accommodation bookings and arranging airport transfers, as required.
· Assist with other general office administration duties, as required.
MEL Support
Provide guidance and support to MKE staff regarding:
· Collecting data and other supporting documents from field activities.
· Responsible for translation, data entry and data filling to ensure timely submission of data and properly data protection.
Work closely and follow up with local beneficiaries to ensure a high rate of feedback/ response to surveys and evaluations.
3. Schedule and workplan
This consultancy will commence from 1st July 2025 to 31 December 2025. It is expected that this consultancy will amount 30 days.
4. Deliverables
All activities listed above successfully delivered with support of the project coordinator.
5. Support and reporting arrangements
The project coordinator will be supervised by My Linh Nguyen, Trade and Gender Equality Incubator Lead, Regional Trade for Development Program
Other key focal points will be:
· Isradi Muhamad, Operations Lead, RT4D
· Heng Molyaneth, RT4D Cambodia Country Manager
The RT4D/TGEI will be responsible for:
· Organising contract and payment.
· Training on operational policy and guidelines of the Regional Trade for Development Program.
· Access to Egnyte and Microsoft Project Management.
6. Necessary skills and experience of consultant
Key qualifications and competencies of the consultant undertaking this task include:
· Have relevant experience in project management and coordination
· Have a gender background or knowledge of GEDSI concepts
· Excellent English and an ability to translate from Khmer to English and vice versa.
· Being diplomatic and discrete: previous work experience with government officials is highly desirable.
· Commitment to comply with Tetra Tech’s code of conduct and policy on child protection, prevention of sexual harassment, exploitation and abuse.
