On 15 May 2001, the Central Institute of Economic Management (CIEM) in Hanoi and the Nordic Institute of Asian Studies (NIAS) initiated a three-year collaborative research project. The overall purpose was to strengthen the capacity of CIEM staff to provide sound economic policy advice based on high quality research. The project began with six output areas, with one more added subsequently:

• Macroeconomic data: collection of macroeconomic data and other statistics
• Vietnam’s economy: supporting the preparation and publishing of this annual CIEM report
• Exchange of scholars: study tours, exchange of scholars and Master-level training of CIEM staff abroad
• Short-term courses and policy seminars: on-the-job collaborative work and a series of policy seminars and training in applied research methods
• Research facilities: upgrading the research facilities of CIEM
• Three joint research projects
• Overall institutional support
